E-invoice sending process: create, submit, validate, send via Peppol and track status, with email fallback

Create and send an invoice manually

Step by step: create an invoice and send it via the eConnect platform.

On the eConnect platform you create an e-invoice in a few steps and send it via the Peppol network. The platform automatically checks whether the recipient is registered on Peppol and selects the best delivery route, both with the free Invoice portal and within a paid subscription.

From create to status tracking

An e-invoice goes through five steps: create it in your software, submit it to eConnect, validate, send via Peppol and track the status. If the recipient is not reachable on Peppol, an email fallback with PDF follows automatically.

Step 1: Create the invoice

Click Sales invoice in the sidebar and select New invoice. You enter the invoice form with two tabs: Document (the invoice details) and Attachments.

Self-service: sending is fully self-service. eConnect does not upload or send invoices on behalf of the customer. This also applies to activated foreign suppliers. After activation they follow the same flow (Sales invoice → New invoice, or upload existing XML) as Dutch organisations. The platform language is Dutch. You can switch to English via Edit profile (top right in the platform). Before login, a language choice is available on the login page.

Test invoices and ACC tenants: eConnect does not invent, create or prepare test invoices in customer or third-party ACC tenants, including the recipient's tenant. You test yourself, self-service, via the platform or via the PSB API/Swagger. See Send an invoice via the API. Use real or sample supplier details in the UBL/XML you submit. eConnect does not fill these in on your behalf.

Basic details
  • Supplier: your own organisation. This field is not filled automatically. Choose your organisation from the drop-down. Do you not see your organisation in the list? See below.
  • Debtor (recipient): search by Chamber of Commerce number, company name or OIN via Search organisation. The platform automatically searches the Dutch Chamber of Commerce database and the Belgian KBO to retrieve the correct details. There is no separate address book for frequent customers: for each new invoice you look up the customer again via Search organisation, which is as fast as browsing an address book. If you regularly invoice the same one or two customers, save them in a draft invoice that you reuse as a template.
Foreign recipient: Send via and identifier

Search variants: Send via; Organisation ID; Luxembourg 9938; EAS 9938; prefix 9938; GLN without prefix; 0088 is not an OIN; identifier without scheme prefix; upload PDF invoice.

You enter a foreign Peppol recipient only on the invoice, via the debtor field (Send via + Organisation ID). Do not add the recipient as your own organisation in the account.

For Luxembourg the identifier is EAS 9938 (VAT number). Scheme and value must match the recipient's Peppol registration. See What is my Peppol ID?.

Enter a GLN (scheme 0088) as 13 digits, without the prefix 0088:. Scheme 0088 is not an OIN (0190).

  • Invoice number: generated automatically if you have set automatic numbering. Otherwise enter a number manually.
  • Invoice date: today by default, but editable.
  • Invoice type: choose the invoice type from the drop-down. The default is a regular invoice. For a credit note choose "Corrective invoice". See Send a corrective invoice.
  • Invoice lines: add one or more lines with description, quantity, unit price and VAT rate. Available VAT rates are built dynamically from the supplier country and the customer country. For a customer in another EU country the option "Exempt for intra-Community supply" appears automatically. For a customer outside the EU the option "Export" appears.

If a rate is missing from that dropdown, there is no workaround in the form. eConnect maintains the list.

Search variants: "Correct VAT set up Norway", "BTW percentage Noorwegen dropdown", "VAT rate Norway branch", "VAT set up entity Norway".

Upload an invoice: XML or PDF {#factuur-uploaden-xml-of-pdf}

Search variants: upload invoices; invoice upload fails; upload PDF invoice platform; how to submit an invoice; upload XML or PDF; how uploading works; invoice upload menu; fewer menu items invoice portal; New invoice heading missing; incomplete menu after activation; temporary delay Sales invoice menu; New invoice not in menu; how to create invoice Sales invoice; send my invoice; send PDF invoice by email; purchase invoices or draft invoices; wrong email receiver type; not a trusted sender but I want to send; submit invoice after activation; create draft invoice email receiver; Processing is not possible.

There are two paths to get an existing invoice into the platform:

  1. Sales invoice → New invoice (this screen): upload an existing XML invoice here. It is read into the form automatically. On this screen a PDF is not the main invoice. You can only add a PDF as an attachment, on the Attachments tab.
  2. PDF-only path via Email Receiver: do you only have a PDF invoice without XML? Email it to your own Email Receiver address with document type Draft invoice (requires at least a Basic subscription). After conversion the invoice appears under Sales invoice → Draft invoices, where you check and complete the details before you save and send. See Email receiver and Set up Email Receiver. Problems during submission: Sending errors.

Separate the intent (first line): "I want to send my invoice" is not the same as receiving purchases or emailing someone else's address.

IntentCorrect pathSend your own sales (PDF by email)Own Email Receiver, Document Context Draft invoice → after IDR: Sales invoice → Draft invoices → check and sendPurchases for your own administrationOwn Email Receiver with Document Context Purchase invoice, or the default @inkoopfacturen.econnect.euEmail to another organisation's receiverDelivery attempt at that organisation (their whitelist). This is not a substitute for sending from your account via Peppol/the platform

@inkoopfacturen.econnect.eu / Document Context Purchase invoices is for receiving and converting purchases, not the default path to send your own sales. Do you get "Processing is not possible" or "not a trusted sender" after emailing the wrong type or someone else's purchase address? First correct the path and type to Draft invoice on your own receiver. A whitelist does not solve "send from my account" when the intent is your own sales.

The supplier field is empty {#leveranciersveld-leeg}

Search variants: "organisation disappeared", "I am not part of the organisation", "not part of the organisation", "No access – You do not have permission to send this document. You are not a member of the organisation", "no access when sending invoice", "no permission to send this document", "you are not a member of the organisation", "XML from another environment", "cannot do anything in the portal anymore", "cannot do anything at all".

Do you notice this mainly on a (often the first) draft invoice, and does it feel like a total block? The exact platform message when sending can be: "No access – You do not have permission to send this document. You are not a member of the organisation". That sounds like a rights or account problem, but the organisation usually still exists. Check the Supplier selection first (and, for uploaded or emailed XML, whether that XML comes from another environment) before you assume a membership problem. This is not organisation deletion.

Choose your organisation in the supplier field via the drop-down. If your organisation is not in the list, you cannot select your own organisation as sender. Without supplier details you cannot save or send the invoice.

Three common causes:

  1. Organisation not selected: if you have several organisations in your environment, indicate which organisation you send from.
  2. Organisation not activated: an added but not yet activated organisation cannot be used as supplier.
  3. No organisation membership: you are a member of the environment, but not of the organisation. Without membership the organisation usually does not appear under My organisations (it may appear under All organisations) and it is not selectable as Supplier. Activation alone does not fix this. An organisation administrator must add you as a member first. See Rights and roles.

Click the pencil next to the supplier field and select your organisation. Is your organisation not in the list? First check whether you are a member via My organisations, then the activation status via My environment > Organisations. Complete activation if needed via Add and activate an organisation. After selection your company details (name, address, Chamber of Commerce number, VAT number) are filled in automatically.

Invoicing on behalf of an organisation other than your email domain {#factureren-namens-een-andere-organisatie-dan-je-e-maildomein}

The platform links accounts automatically to the environment of the email domain. Anyone who logs in with an address on @organisation-A.nl lands in the A environment (or is added there as a basic user/guest). Invoicing on behalf of organisation B is only possible if:

  1. B exists as an organisation in the environment and is activated, and
  2. you are a member of B (rights on B). See Rights and roles.

Only an environment administrator may add organisations. Support does not add an organisation without that administrator's permission.

Two routes

  1. Own environment for B (recommended if B should be separate from A): create an account with email on a domain of B's own (not the A domain). Add organisation B via Chamber of Commerce (Add organisation) and activate B. Then: Sales invoice → New invoice and select B as supplier. See Add and activate an organisation.
  2. Inside the current A environment: the administrator of A adds B, activates B and links you as a member of B. Support does not do this on its own.

Sales invoice / New invoice button missing, or empty supplier field: usually no membership of an activated sending organisation, or the desired organisation is not in the environment. The supplier field is a drop-down of your own activated organisations (not free text). See Supplier empty and the section The supplier field is empty. Is the organisation activated but do menu items or the Sales invoice app stay missing for a while? Refresh the page first or wait a moment (sometimes a temporary delay after activation). If it stays missing, log in again. After activation a fresh session is sometimes required. See Add and activate an organisation.

Do not confuse with: adding the recipient/debtor as "own organisation". You select recipients via the debtor search field (Search organisation), also when the recipient is a customer or a government body (OIN). Do not add the customer's or municipality's organisation as your own organisation. Enter the recipient's OIN as debtor on the invoice itself.

Search variants: "add organisation" on an invoice, add own organisation separately, debtor as own organisation, add invoice recipient to environment, activate government debtor organisation, recipient must be in the environment, register under municipality OIN, customer OIN as own organisation, invoice a municipality with own OIN, recipient OIN is not own identifier, scheme 0190 debtor.

Optional fields

The invoice form contains optional fields you can fill in depending on the recipient's requirements:

  • Order number: the recipient's purchase order number. Many large companies and public bodies require the order number on the invoice. Without an order number the invoice is sometimes rejected automatically. Note: at least one of Order number and Buyer reference must be filled in. If both are missing, you cannot save the invoice.
  • Delivery date: the date the goods or services were delivered, if it differs from the invoice date.
  • Project number: a reference to the project the invoice is for. Useful if you invoice per project.
  • Contract number: a reference to the underlying contract.
  • Invoice note: a free text field for extra information on the invoice, visible to the recipient.
  • Start date / End date: the service period the invoice covers. Use this for recurring services or subscriptions.
  • Buyer reference: a reference the recipient recognises, for example a cost centre or department. When invoicing the Dutch government this field is essential. Enter the routing code the government organisation requires.

Tip: invoicing the government or a large company? Always ask which reference fields they require. An invoice with a missing order number or routing code is often rejected automatically.

Unavailable fields

Not all UBL fields are available in the invoice form:

  • BT-46 (Buyer Identifier): for the Greek Contracting Authority Code (HT: ..., for example when invoicing the wider public sector) an input route has been available since the platform release of 10/11 May 2026 via Organisation ID → Other (DE UI: Organisations-ID / Sonstige). This field is separate from the VAT number (debtor VAT) and from Send via + Organisation ID (the Peppol routing field). Do not mix these three identifiers. See Greece for details. Other BT-46 scenarios outside this route still require the XML/API flow.
  • BT-158 (Item Classification / CPV code): not available in the invoice form.

Organisations that need these fields cannot currently solve this via the standard platform interface. Contact support for an alternative submission method.

Delivery details

Via the link Add delivery details you can include specific delivery information, such as a delivery address that differs from the invoice address. This is mainly relevant for physical deliveries or invoicing another branch.

Attachments tab {#bijlagen-tab}

On the Attachments tab you add extra files to the invoice. A regular invoice is a Peppol BIS V3 message. Only the following attachment formats are allowed:

FormatAllowedPDFYesODF spreadsheet (.ods)YesExcel (.xlsx)YesJPEGYesPNGYesCSVYesOther, including Word (.docx)No, rejected

Export a Word document to PDF before you add it as an attachment.

Limits: maximum 9 MB of attachments per invoice. For CSV files a stricter limit of 6 MB applies. Peppol technically allows up to 100 MB, but the advice is to keep to a maximum of 10 MB per invoice. When sending to the Dutch government a maximum of 10 separate attachments applies. eConnect can merge attachments on request. The order of the merged attachments is arbitrary.

Attachments are sent with Peppol delivery (embedded in the UBL message) and with email fallback (as a separate file in the same email as the invoice PDF).

Step 2: Review and save

Before you send, you can review the invoice:

  • Company logo: if you have set a logo in the organisation settings, it appears automatically on the PDF view.
  • PDF preview: see how the invoice looks for the recipient by clicking Preview.
  • Internal comments: add a comment visible to all users with access to the document. Note: if you are the supplier and your customer also has access to the eConnect platform, your customer can see this comment too. Be discreet in what you enter here.
Step 3: Send, save or share

Search variants: process and send a sales invoice correctly; send invoice via Peppol; how to create a sales invoice on the platform; New invoice Peppol; explanation send invoice to customer.

At the top of the form you find three buttons:

  • Save: save the invoice as a draft without sending
  • Send: send the invoice immediately
  • Share: share the invoice with a colleague or partner for review, without sending. Useful if someone else must check the invoice before it is sent.

Click Send to send the invoice. The platform automatically selects the best delivery channel via the #PeppolFirst principle:

  1. Peppol (external network): the primary and recommended route. The platform automatically checks whether the recipient is on Peppol and delivers the invoice as an e-invoice.
  2. Email fallback: if the recipient is not reachable via Peppol, the platform sends an email with the invoice. In the account settings you can choose which files are attached: PDF only, PDF + XML, XML only, or no attachment.

After sending, the invoice appears in your Outbox with a status overview.

Statuses in the Outbox

Each sent invoice goes through a number of statuses:

StatusMeaningCreatedInvoice has been created but not yet sentReceivedInvoice has been delivered to the recipientOpenedRecipient has viewed the invoice (email/link)Delivery failedThere is a problem with delivery. Check the error message

If delivery fails you can send the invoice again. You can then correct the recipient's Peppol EndpointID if that was the cause.

Tips for a correct invoice

An invoice must meet legal requirements. The platform validates the main points automatically, but also note:

  • Always enter a complete address for both supplier and customer.
  • Use the correct VAT identification number and Chamber of Commerce number.
  • Give a clear description of the goods or services delivered.
  • When invoicing the government (for example a municipality): government recipients are registered on Peppol under OIN (schemeID 0190), not under a Chamber of Commerce number. Look up the OIN via the Logius OIN register and always use the full OIN (20 digits, including leading zeros). See Invoicing the Dutch government for the full procedure.
Order flip: convert an order to an invoice

Have you received an incoming e-order via the Peppol network? With one click you convert the order to a sales invoice. The data from the order (debtor, order number, order lines) is copied into the invoice form automatically. Check the lines, add VAT rates where needed and send the invoice.

Order flip is available via the order screen in the sidebar (Order). E-ordering is available from the Professional and Enterprise subscriptions.

Deleting documents is not possible

Search variants: "documents stay stuck", "invoices stay stuck", "documents stuck in the portal", "delete invoice", "remove invoice".

Invoices cannot be deleted in the eConnect platform, not in the Inbox and not in the Outbox. There is no function to erase a sent or received document. Remaining visible after processing is not an error: documents are not cleaned up after a successful exchange.

First line for "documents/invoices stay stuck":

  1. No delete: neither the customer nor support deletes documents from the Inbox or the Outbox.
  2. Find sent invoices in the Outbox (status successfully processed = sending completed).
  3. Correct an incorrect or duplicate outgoing invoice with the recipient via a corrective invoice or a new invoice, not by deleting.

If you accidentally send a duplicate invoice, the first version stays in the Outbox. You correct an incorrect or duplicate submitted invoice via the credit note and re-invoice flow:

Step 1: Create a credit note

Create a credit note for the incorrect amount. This offsets the incorrect invoice.

Step 2: Send a new invoice

Then create a new invoice with the correct amount and send it to the recipient.

See Send a corrective invoice for the steps to create a credit note. A draft invoice that has not yet been exchanged can still be edited as long as it has not been sent.

Save as draft and reuse

You do not have to finish an invoice in one go. Click Save as draft to continue later. Draft invoices are also useful as a reusable template: open an earlier draft and adjust the details for a new invoice.

Frequently asked questions
Does the recipient also need to be on the eConnect platform?

No. If the recipient is registered on the Peppol network (with any provider), you can send the invoice via Peppol. The platform automatically checks whether the recipient is reachable on Peppol. If the recipient is not registered on Peppol, you can send the invoice by email.

Can I finish and send a draft invoice later?

Yes. Click Save as draft to keep the invoice. You find your drafts in the Outbox. Open the draft, complete the missing details and send the invoice. You can also use draft invoices as a reusable template.

I want to send my PDF invoice by email. Do I choose Purchase invoices or Draft invoices?

For your own sales choose Document Context Draft invoice on your own Email Receiver (not Purchase invoices, not @inkoopfacturen.econnect.eu). After IDR conversion you check the invoice under Sales invoice → Draft invoices and send it manually. Purchase invoices / someone else's purchase address is for receipt in that administration, not for sending from your account. See Upload an invoice: XML or PDF and Email receiver.

What format must the amount have when entering it manually?

The amount field accepts numeric input only. Use a comma as the decimal separator (for example 100,00). Currency symbols, spaces or dots as separators are not accepted and can cause the amount to disappear at the next step.

How do I know whether my invoice has arrived at the recipient?

Check the status in the Outbox. The status "Received" means the invoice was delivered to the recipient successfully. With "Delivery failed" there is a delivery problem and you can send the invoice again.

I am a foreign supplier. Can I also send invoices via the platform?

Yes. After activation on the platform you follow the same flow as a Dutch organisation: go to Sales invoice → New invoice and create the invoice yourself, or upload an existing XML invoice. eConnect does not send invoices on behalf of the customer. The platform is fully self-service. The platform language is Dutch by default. You can switch to English via Edit profile (top right in the platform). During registration a language choice is also available before login.

Can I invoice on behalf of an organisation other than my email domain?

Yes, but only if that other organisation is in your environment, is activated, and you are a member of it. Only an environment administrator may add organisations. Support does not do that without the administrator's permission. Two routes: (1) an own environment with email on that organisation's domain, or (2) the administrator adds the organisation in the current environment and links you as a member. See Invoicing on behalf of an organisation other than your email domain.
