eConnect FleetFlow automates the large fleet holder scheme for fleets with 25+ licence plates via Peppol.
In brief FleetFlow is the eConnect solution for organisations with a large vehicle fleet. It automates the large fleet holder scheme (GWH) of the Dutch Tax Administration and can also process CJIB fine notices, all via the Peppol network.
The Dutch Tax Administration offers organisations with a fleet of more than 25 licence plates the option to pay motor vehicle tax (MRB) in a simplified way through the GWH scheme. Instead of separate assessments per licence plate, your organisation pays the MRB monthly as a lump sum via direct debit.
The downside of this scheme is that you do not get a breakdown per licence plate. You receive one total amount without supporting detail. That makes it difficult to allocate costs to departments, projects or individual vehicles.
FleetFlow solves this by automatically retrieving the GWH invoice specifications from Digipoort, the government portal for digital messaging. The retrieved specification is converted into a standard e-invoice (UBL) with all available information per licence plate at line level.
For each registered business (Chamber of Commerce number) you receive a consolidated invoice that is delivered securely via the Peppol network to your Inbox on the eConnect platform. The invoice is also available as a PDF and as a CSV download. With an active software connection you receive the consolidated invoice directly in your own accounting software.
As a customer you do not need to buy a PKI certificate yourself, and you do not need to set up or maintain a costly connection with Digipoort.
For questions about periods, amounts or direct debit on the GWH invoice specification, the following applies:
In addition to the GWH scheme, FleetFlow can also process traffic fines from the CJIB automatically. eConnect retrieves the digital fine decisions from the CJIB and delivers them to the platform, where they follow the same processing chain as other incoming documents.
To use the CJIB connection, your organisation must first complete a form on the CJIB website (the contact form for organisations with a large vehicle fleet). CJIB functionality is available without extra subscription costs. You only pay per delivered document via the regular transaction credit.
The FleetFlow subscription is separate from the regular platform subscription. Always consult the current eConnect price list for the applicable rates.
Note (rate under review): The GWH/CJIB functionality, the threshold of 25 licence plates, the Digipoort/PKI flow and the onboarding process are confirmed as current. The subscription rate (€ 290,64/year) is still under internal review and was expected to be final around 2026-07-17. If in doubt, always verify the rate against the current price list.
To use FleetFlow you need the following:
The FleetFlow agreement is concluded per entity (Chamber of Commerce number). With multiple entities the agreement applies per entity separately.
In principle you can create an environment yourself, at no extra cost, and add your organisation to the platform using the instructions provided. Our Support department can also help with the start-up (setting up and activating the account, and optionally connecting your accounting software), via a remote session (Teams) or on site. This support option and the related rate are included as an option in the agreement.
FleetFlow start-up follows a number of steps. After you register, eConnect sends a registration form on which you indicate which products you are interested in. You then receive an agreement that is expected to be signed and returned.
Once the agreement has been received, the eConnect team determines whether it concerns GWH, CJIB or both. You create an account on the platform (preferably yourself). eConnect then registers with the Tax Administration as intermediary for your organisation. The Tax Administration then sends you an activation code by post, which usually takes about three weeks. Once you have received that code, you forward it to eConnect, after which the Digipoort connection is activated.
The "Receive" function must always be enabled on the account. Without an active account, GWH processing is not possible. The confirmation email from Delivery states this explicitly. Keep in mind that you can also receive other, non-GWH e-invoices via the same account.
New Chamber of Commerce number for an existing FleetFlow customer: the Digipoort authorisation applies per Chamber of Commerce number, not per customer. If an existing customer gets a new Chamber of Commerce number, for example because of a new organisation or subsidiary, the authorisation must be completed again for that number. This also applies if Peppol receipt is already enabled for the customer: without the separate activation for the new Chamber of Commerce number, the GWH specifications do not arrive automatically. Lead time remains about three weeks for the new activation code by post.
Contract transfer: a contract transfer moves the contract to another entity and moves the GWH to that entity's Chamber of Commerce number. The inbox of the old entity stops. The new entity needs its own Digipoort authorisation, even if Peppol receipt is already enabled.
Direct debit versus inbox: a GWH debit without a matching invoice does not prove that the specification belongs in that entity's inbox. The direct debit runs at the Tax Administration. The specification only arrives for the entity with an active GWH.
Empty inbox, still retrieve the specification: if the GWH connection is active, the setup is technically in order and specifications stay out, confirm the Chamber of Commerce number and whether the Tax Administration has issued the authorisation for that number. If that is correct and the inbox stays empty, request the reference from the Tax Administration. With that reference eConnect still retrieves the specification.
Activation of the GWH authorisation runs via the Digipoort Management API. The Tax Administration sends you an activation code by post after eConnect has registered as intermediary. Forward this code to the eConnect delivery team so they can activate the connection for you.
After successful activation the authorisation is active and the GWH invoice specifications are retrieved automatically and delivered as an e-invoice on your platform.
Note: even without an active GWH scheme the Tax Administration sometimes sends an activation code. Without a scheme there is nothing to activate, so the code cannot be used.
The eConnect team configures the CJIB connection after you have completed the CJIB form and signed the FleetFlow agreement for CJIB. Your organisation name and postal code must match the CJIB registration exactly. After the connection is set up, fine decisions are retrieved automatically and delivered as documents on the platform.
FleetFlow runs entirely on the eConnect platform. GWH specifications and CJIB fines are delivered as e-invoices (UBL) in the regular Inbox of your account. They follow the same processing chain as other incoming documents: storage on the platform, available as UBL, PDF and CSV, and, with an active software connection, forwarded automatically to your accounting package.
FleetFlow documents are settled against your transaction credit, just like other received documents. The FleetFlow subscription is separate from the regular platform subscription.
The Tax Administration's GWH scheme is only available to organisations with 25 or more licence plates. Without a GWH scheme you cannot use FleetFlow for MRB specifications. CJIB fine processing is possible regardless of fleet size.
The activation code is sent by post and that usually takes about three weeks. If you have still received nothing after that period, contact eConnect. Without an activation code the Digipoort authorisation cannot be activated.
A GWH debit without an invoice does not prove that the specification belongs in that inbox. The direct debit runs at the Tax Administration. Confirm the Chamber of Commerce number and whether the authorisation for that number has been issued. If that is correct, request the reference from the Tax Administration. With that reference eConnect still retrieves the specification. After a contract transfer the inbox of the old entity stops. The new entity needs its own Digipoort authorisation.
Complete the contact form for organisations with a large vehicle fleet on the CJIB website and sign the FleetFlow agreement for CJIB. There are no extra subscription costs. You only pay per delivered document via your regular transaction credit.
